What does it mean if a house is listed for 15% above the tax appraisal?

Is the house over priced because of a hot market?

If I remember correctly you should not go by the county's appraisal to come up with a price but I will be interested to hear what a professional says......we want to, well I WANT TO, list our house this spring.
