The solution is to teach people (all over the world and here) to feed themselves, then have the expectations that they (mostly, with only the most desperate falling through the cracks and helped) do so.
It really isn't any different than raising kids. When there are expectations and requirements, and you stick to them, they find a way to make it happen.

No military family should ever receive food stamps. They should be so highly paid they wouldn't even come close to qualifying, then double that salary.

We live near a city of about 50,000, and it is getting more poverty stricken all the time. Yet there is still the things you mention there as well.
What I often see is that people who need a free meal, often think what is offered at the churches isn't good enough. They really expect to go out to a restaurant or buy what they choose from the store with food stamps.

We totally agree here ![]()
DH and I were a military family. Luckily we had no children at the time and I worked and made a good salary. But I came to know a lot of other military people, families, for whom it was a daily struggle, and it seems nothing has changed.
We ask those men and women to be ready to give their lives for us and many do. When they are in that position they should not have to worry about how they will continue to put food on the table.

This I agree with. There is so much wasted food in this country, but I don't want to look the the ineffective and inefficient government to figure it out, or it will never be done or done efficiently.
Private businesses and organizations, and individuals changing their habits and practices could go a long way here. I have a sister in law that throws away perfectly good food if it has been in the house more than a day or two. If people like her would just donate the same amount they waste, we could probably feed the world.

People think this type of abuse is just the minority, but I would bet the ranch it is significantly more than many could ever imagine.
And wonder why those who work hard, just above the poverty level, get so frustrated. It makes much more difference in their struggling life than someone on the more prosperous end.

And so he is why others should be punished?
This is just the fact of life, there is only so much of anyting on the planet. When some others waste/abuse it, there isn't/won't be enough for others at some point. Someone (lots of somone's, eventually) will be 'punished'.
