Fleas and ticks and white

I have a blonde pickaneese she is blonde but constantly has brown around her eyes. I was giving her angel eyes but it stopped up her tear duct and we stopped giving it to her. I know there is some way to keep her cute little face all white just like the Cesar dogs on tv.

My dog I rescued her 6 years ago, she had been beatten and was just about scared to move if you lifted your arm near her. She had Bladder stones about 30 of them, from golf ball sizes to pea size. She was very sick when I got her. Heart works, alll of the stones whelps all over her. A broken back leg that was never set and it pretty much is just there.

But I need CHEAP flea and tick remedies and heart worm medications. I live on a very strict budget with no room for exta things. So any suggestion will ne greatly appreciated.
