Well, I know many of you are tired of this drama. I can now say the issue is resolved.
We had the meeting today with the RA rep and what change in my supervisor's tone and attitude.
He never mentioned, the comments he made to me about - take it now cause it won't be availabe in 6 weeks.
The Rep explained the process, and sent an offiical email with the agreed upon plan of action.
She said in the meeting, I can use my RA note as it is not expired. Until we have an agreement the clock has not started. It can begin whenever I make my first PT appointment.
I asked all my questions and she answered them.
I'm really glad for all YOUR great advice on here, I knew he meant no good with his back door deal and at least NOW, if I move forward we have everything in WRITING.

So glad took steps to get your questions answered and your RA protected.
*** This is JMO, now that you know him for what he is, you might want to start looking around for a more ethical boss. I would take my time, and be sure it was a good move for me, but I would look around.
In the mean time, I’d certainly keep my eyes wide open, and my protective shields up. 👀

@Happiness Is Inside JOB So happy for this positive outcome for you. Thank you for letting us know.
After you let the dust settle a little I would quietly get my thoughts together and update my resume and investigate internal job postings.
I think the manager to whom you directly report is not a very professional one and you would probably be better off if you can find a position working for someone else.
Not saying to rush but just keep eyes and ears open. Do persons internal to the organization get preference over outsiders when jobs are first listed? That would help you be on the inside track to transfer, even if it was a lateral move, rather than a promotion.

You could have had this resolution way back when your supervisor first refused to honor your RA but you didn't want an easy solution. I'm happy that it's finally resolved and I'm the RA office is happy too. I hesitate to ask but wasn't the original RA agreement that you would work from home one day a week?

I think you scared him.

I'll just say I'm glad to have an agreement buildt on a solid foundation then sand.
At least now, no one can feel I "owe" them because when something is not official the supervisor has leverage over the situation. When things are in writing, and done the "right" way I always feel more secure.
If you don't work in certain environments you really won't understand MY WAY of thinking....I am sorry to say but often times the OHR office and various other offices...who employees "THINK" are helping them are working with management. Especially since my office does not have a untion.
Well I won't bore you but just thanks everyone for all your comments and ideas.
