I have been with Ebay since 1998 and anytime I had an issue with a purchase I first start with "start return"  Ebay keeps track of everything.  If no response from seller Ebay will refund you.  I would not call them plus it's hard to get a hold of anyone.

@jrcnc   If you used Paypal to pay for your item, you can contact them and they will contact the seller.  I've had this happen and thanks to Paypal I did get refunded.

Do NOT resort to PayPal as your first line. If you do, then you cannot use ebay at all. Always try ebay first, then PayPal if your resolution is not to your liking. And if you paid by credit card, that should be last.

I recently had a problem with a 10.00 item.  I asked for a refund without sending the item back.  It was food.  I said I would contact Ebay.   He refused and told me not to make threats.  I just waited the 7 days to leave a neutral or negative feedback and left him a negative, explaining the situation.  These cheap people just give Ebay a bad name.  He can take the issue up with Ebay.  I'm done.

Do everything online/email so you have written proof with a paper trail.

The seller is lazy and hoping you just say "its too much work" and walk away.

I avoid ebay at all costs anymore.

Most sellers will NOT refund without getting the item back. Doesn't matter whether it's food. And there's nothing cheap about that.

Imo, respectable ebay sellers give you the option to return an item using a pre-paid return label which the seller provides. If the seller does not want the item back then they will say so and will do good by issuing a refund. That's just good business practice and will help sellers keep customers coming back. What good is it if you can't keep customers coming back? I run from a bad seller and never recommend them. Their loss not mine.

I've sold and bought on eBay since 2003 and yes, the Seller is responsible for dealing with the shipper.  Unfortuhately stuff breaks and the reason why there is insurance but never "buy" insurance from the seller, THEY are responsible for insurance, whether from the shipper or they self-insure (they will reimburse you)!

Most reputable sellers will automatically give you a refund and then they deal with the shipper.  But if they didn't buy insurance and had no intention of ever refunding, then you have to file a claim with eBay.  Believe me, eBay is extremely pro-BUYER!

You will probably have great results contacting eBay.  You can call eBay directly to ask for direction in how to file a claim.  There are instructions on the website but you need to look for it.  You might find it on the Site Map.  Good luck and don't worry, you'll most likely get a refund!!
