During an interview - how do you answer...

...the interviewer when he/she asks how much you're looking to earn? I don't want to shoot myself in the proverbial foot by short-changing myself. In the past I've replied, "What's the starting rate?" and it's never appreciated (or answered). That's such a hard question to answer - don't interviewers know that? Or is that the reason it's asked?? I read somewhere that you should never, ever answer with a dollar amount...but what IS the answer then???
