Does anyone know why this is done? (with deliveries)

I have been waiting for a delivery from Ulta (and waiting and waiting). I finally tracked it online. After like 7 or 8 different tracking places its stated that UPS handed it over to our post office so it should FINALLY come today. This happened to my son in laws one delivery too. Why is UPS handing some things TO the post office? I am home all day, and if we wouldnt be home (later in the day), UPS leaves it on the porch so thats not the reason. And it doesnt state on the tracking that UPS ever came here, they just handed it over to USPS.
