I use either a Microsoft Surface or an Apple laptop. 

I have the Easy Pay banner.

I've never had a jumping issue here.  I know lots of people complain about the jumping, but that's one thing I've never experienced.

I don't really keep anything on my computer so I was good.  This was back in the day so my writing was safely on either CDs or USB drives.  I have to confess I've also thrown phones and beaten up a refrigerator once.  Feel free to wonder about me.  I do.

I yell at my computer for a variety of things, though most of it has to do with Comcast. I also yell at my TV, but not because of the machine, but because of who is on the TV spewing garbage, lies, and innuendo.

It is annoying and it happens on both my computer and tablet. The NFL's site used to be the same way, but they've improved it.

Some less ethical site designers/operators will do this intentionally to generate more hits. You click on what you want to see then the site jumps and something else comes up so you have to go back and retry. Instead of just one click you spend three or more. The designers/operators will then brag that the number of hits has increased since their redesign. They don't tell that the reason the number of hits increased is because the users can't get where they want to go on the first click.

No, but I've been yelling a lot about Windows 10. lol. I just got a new laptop last month and I cannot stand Windows 10! (Had so many issues finding things at first and I am very good with computers).

Several months ago it was El Capitan on the Mac with me. Everything was fine on my new computer until they told me to update my OS. Then everything went wrong. I had to take the whole thing to the Apple Store twice before some of the kinks were worked out. Some of them never went away. I hate being a slave to technology.

Ah-ha!  I have said this too!  From the beginning of the change here at Q when the page would jump, I could not imagine why they could not or chose not to fix it.  So, the only reasonable reason I could come up with was that they did not want to "fix it".
