Yes and years ago I had an experience of speaking up and it didn't go well.

I was in a store called Service Merchandise and a mother was beating her small child. I don't use that term lightly either. No one said a thing and the child had bruises all over her arms. I spoke up and the woman went ballistic on me. She physically came after me. That was before cell phones but absolutely NO ONE spoke up and one man when I left the store said to me "That will teach you not to get involved." My small child saw the entire thing too.
