Do you know someone who introduces a topic then doesn't want to discuss it?

I have a friend who has experienced unpleasantness with her brother's wife. Because of it, she avoids her as much as possible.

At a recent get together, another friend brought up the SIL, singing her praises, and told my friend it was a shame that she didn't make an effort to spend time with her SIL and brother. When my friend tried to respond, this person said she didn't want to discuss it.

I can't understand introducing a topic if you don't want to discuss it.
