Part of the issue with anything beef and dairy-related is due to water restrictions and other regulations that forced dairymen/cattle ranchers to reduce the size of their herds. The website dairyherd.com has a recent article (March 26 by Karen Bohnert) detailing many of the issues. Cows need water and lots of it. When the government (state, local, or federal) restricts the water, you can't keep as many cows. There's no alternative to water, and if you're only given enough water for two hundred head of cattle, that's all you can raise. There's nothing you can substitute for water. Fewer cows means the price goes up on beef and anything dairy-related.
