There are lots of ways to look at the difference between the two forms of loving, I guess, depending on how you want to define them.
Taking out the "romantic" component, I think the difference for me is that "being in love" with something, means it is just a little more special to you. Extra special, even.
Like for instance, I "loved" all my dogs (a lot), but I was "in love" with a little rescue dog I adopted named "Peaches".. just totally in love.
Or, I love ice cream (a lot), but I'm in love with chocolate chip mint.
To me, being in love with something, just takes it up a few notches.
Now, if you are talking romantic love, to me "in love" has that component of extreme chemical attraction. That seems to be something that can come and go quickly without explanation, but true love is deeper and more lasting.
