Could A 1949 Document Be Considered Historical?

Wondering if my mother's receipt/duplicate certificate that reads as follows has any value:

The University of the State o New York

The State Education Department

Be it Known that (mother's written signature) residing at (written address) having met the requirements prescribed in Section 166 of the Election Law, and rules and regulations of the Regents of the State of New York, and having made the signature appearing above in the presence of the examiner, is herewith granted a CERTIFICATE OF LITERACY

this 15 day of October 1949.

NOTICE TO ELECTION INSPECTORS. This Duplicate Certificate of Literacy is not valid for registration. It is to be kept by the applicant as evidence of having fulfilled the literacy requirement of new voters.

What is good for the goose today will also be good for the gander tomorrow.
