Cottage Garden Roses

Have you received your roses and if so, are they all getting leaves? I live in AZ so I got mine right away but only 1 is getting leaves. I'm wondering if the others are a later rose or if I got a couple of bad plants. They looked really nice coming out of the packaging, but 2 just haven't taken off.
