If they can make a vaccine to prevent West Nile in horses, I don't know why they can't come up with one for people.

There was a pneumonic plague outbreak in a nearby province in 2009. The respiratory version of the same plague. There are three: bubonic, pneumonic, and septicemic; all caused by the Yersinia pestis bacteria.
