Child Support.... Please help

I'd appreciate any input from those of you regarding this. My ex is self-employed. For some reason, he is allowed to just send a check to Dept of Child Support instead of it being taken out out of his acct. If he gets mad at me, which is most of the time, he makes sure it's late to punish/bully me. I've contacted DSS and they say there's nothing they can do. Also, he is supposed to pay half of my daughter's unpaid medical expenses. She has ADD and even though I have insurance the medication is not all paid for. He does not believe in medication so if I want him to pay for that, I need to take him to court. I pay $100 out of my pocket each month for the meds, not to mention the office calls. If I take him to court and pay an attorney, I won't be gaining anything. Any advice will be appreciated.
