Chihuahua Question ?

If you breed Chihuahuas I have a question hubby and I saw a smooth coat Chihuahua at a shelter up for adoption that we thought was so cute it was around 5 pounds 7 month it had bulging eyes I went on the internet to read about bulging eyes in Chihuahua's it said dogs with bulging eyes will get glaucoma ( not sure how to spell ) is this true?

I felt so sorry for the dog it was like adopt me I want a forever home. Hubby and I live in a apt we have one Chihuahua we wanted to get a playmate for her if our apartment manager gives her ok. I did call my vet to ask him the question but he never called me back.
