Well, the way I see it, from tax payers, or people who pay cell phone bills themselves.
"Washington" is paying out about 1.6 BILLION dollars a year to provide low income Americans cell phones. I believe some get the choice of a landline or a cell phone. This wonderful program also pays for up to 250 minutes per month of use.
Some of this is funded by "universal" fees paid by those of us who pay our own bills. Well, face it, it's all paid by those who pay their own bills one way or the other. I read this on drudgereportdotcom, which is passing along an article in "Time."
Well, when I pay my almost $100 a month bill for a phone for my husband, myself, and my daughter, I'll think of this!
