Cats left out to roam all day

Those who out their cat out in the morning and then let him inside to spend the night - how do your neighbors feel about this cat roaming the neighborhood - going the bathroom in their yards and flower beds etc and meowing and attacking baby critters(esp birds) in their nests ?I find them to be a major nuisance and wish people would be more responsible about caring for their pets at home - not all over the neighborhood.
