Cats are treated differently than dogs - why?

I do not understand why cats can roam free while dogs have to be controlled. My neighbor's cat comes over to my front garden to poop under my bedroom windows and I have no rights that I know of. Are there no laws about cats? Cats also make noises at night that are not pleasant. I just wonder if owners should have to keep their cats inside at night. I do not hate cats but do want to know if there are any laws about ownership.
