Cat Issues Please Help!!!!

I have a Himalayan cat and he is 14 years old. A few years ago he started poohing out of the litterbox usually on the floor now he has started wetting in two areas on my rug. What can I do to fix this problem? I'm at the end of my rope with this cat.
