Can you identify this plant? Is it a wildflower, a weed, a perennial?

It comes up as volunteers among my tiger lilies, beautiful contrast there - about the same size tall and stately. It also is in clumps in the pasture and along the roadway. If it were a perennial, I would love other colors. It is a blue/purple. More blue than say the summer phlox.
