Buying an IPAD

I want to buy my daughter an iPad. Thinking of getting the iPad mini Walmart has on black Friday for 299.00. Don't know a lot about iPad. Would this be a good deal and does it have everything all the other iPad have. Any infor would be greatly appreciated. Thanks
