yes it is but I sure wouldn't go to war with a neighbor over it; that isn't a hill I'd be willing to die on. I'd probably be annoyed but force myself to shrug it off.

ETA: did this neighbor come onto your property to grab what he wanted? If someone did that to me, I'd have a fit. NO ONE comes onto my property without my permission. We've had SO much trouble with people doing that, that I finally had to post No Trespassing and people STILL come to my door.

I usually remind them of that; they pretend they don't see the signs (I have a couple) and leave.
