Why the bears are not hibernating or only partially hibernating depends on several factors. Weather certainly could be one.

Not all bears hibernate the same way. Here in Upstate NY we start seeing black bears in October and they pop up sporadically all winter and even sometimes early spring when the young males start staking out their own territory. Black bears do not ever go into deep hibernation like the big brown bears of Alaska and the Western US.

Here in So Cal, except for one cold snap, the winter has been non-existent. No rain in ages. Hot, dry, windy. The plants and trees are all confused. Some trees are still trying to lose all their leaves from fall. There's been a high pressure ridge stuck over a good portion of the west coast. I know snow pack is super low in Southern Oregon where I have family. I expect the same might be true in the Tahoe area.

biker---I usually prune all the roses around the first of the year. They are so confused that they are still all leafed out and their stems are not putting out buds for pruning. We are still watering trees but are getting ready to let the lawns go. Very scary here.
