Beagle afraid of storms... Help!

My beautiful 10 year old beagle is terrified of storms! Thunder just sends him into a panic...vet says never seen a dog so scared. He did survive some terrible storms and a tornado a few years ago, and since then...terrified. I have tried EVERYTHING... now to tranqulizers, which work, but wheezes and is in "drugged" state for at least 24 hours. I am grateful he does not freak out (afraid he would have heart attack - so bad is his fear) but do not like his drugged state. ANY other ideas?
