Hi ya Hooty (cute name!). It's not QVC that charges tax on your s/h, it's your state. I don't know which states do it but California does not. I have ordered many things from QVC over the years and have never once paid tax on s/h.

Whether or not tax is charged on s&h depends on the law in your state.  It's not at the discretion of the merchant.
