At what point do those calls from Portfolio-something and/or Rachel become harassment?

I am sick and tired of getting them. IMO, it IS harassment, but when is it legally harassment?

It/she/they just called again. At least now, it/she/they are hanging up upon hearing the answering machine as opposed to leaving that robo-message.

I thought someone here recently said it/she/they had been caught and put out of business.
