Hi, Gidget,

 

   I would date it circa 1962,  That was the "Bandstand"  coiff, for sure.  But he looks too mature to be one of the teen dancers in "Bandstand."

 

    Mind you, he resembles Bobby Vee and Bobby Vinton.  And Del Shannon, a bit.  (Don't know if the pic will go through)

I have no idea who it is, but I don't think it's Bob Crewe. The OP photo guy has a totally different look to me. I found a picture of Bob Crewe when he was older and did see what looks like a mole, but it is is right above his lip.
