We had a backyard pool where I grew up. This would occasionally happen in it. I don't remember it being the bright green color of the olympic pool though.
I remember my parents throwing (can't remember how many) bottles of bleach in the pool. That would take care of it. Then we couldn't go in for a couple days.
It's hard to imagine this happening in such a setting as the Olympics.
I would think they would be closely monitoring that water.

I heard on the news tonight it is because of the rising heat. The pool next to it looks fine...
