I got the same notice this morning. I ordered Whole Foods delivery several times and was happy with their service, but the surcharge will bring an end to that.

Maybe the reason is this:
Changes at Whole Foods come after Seattle-based parent Amazon reported a continued decline in physical store sales for the 2021 first quarter.
Amazon’s brick-and-mortar sales — driven mainly by Whole Foods’ more than 500 stores — fell 15.5% to $3.92 billion in the first quarter, marking a 2.5% quarterly sequential decrease and following an 8% year-over-year drop in the 2020 fourth quarter. In fiscal 2020, Amazon recorded physical-store sales declines in three out of four quarters.

I think $10 is more than reasonable for a delivery. I'd pay it any time for people to do all the grocery shopping and bring it to my house.

I already have a monthly subscription for grocery delivery so I don't want to incur more delivery charges. I'll just use the service of the larger supermarket. It was a nice Prime membership perk while it lasted.

Not surprising at all, the more profitable and powerful they become as they squash their competitors, the more they'll be able to charge customers (and the less they'll pay employees). Haven't most of us seen this business scenario play out before?

Pure N Simple is thinking along the lines I am. Can you spell Walmart? Amazon has to make more money to not pay taxes on. I do own stock in this company so I'm ambivalent about them. Perhaps I should sell that stock like I did Facebook, as a matter of conscience.

My Walmart curbside pickup receipt this morning had a line for "Bagging Fees" for the first time. Showed $0.00 today.
I have no idea what this will be.

Well how do you think a company can pay people to gather up your groceries, keep track of them and haul it to your house without increasing prices?
Could someone tell me how that could work without charging you more? It's like free shipping. SOMEBODY has to pay the fright. And if they don't charge you they have to charge EVERYBODY more. . .
That's why I said I'd shell out money to not have to go to the grocery store. I would have done it 20 years ago if it had been available--and no where I live it was not.
