I bought the wrong book for a college course and they were going to charge me but changed their minds and didn't.

With third party vendors, Amazon allows them to charge restocking fees in certain circumstances. The decision to and amounts, though, are up to the vendor.
Normally, for defective merchandise, restocking fees are not charged. In the case of someone changing her mind, using an item, not liking the item, or returning outside of the return window, a fee may be charged.
In this case, the OP should communicate the issue to Amazon who can then contact the vendor and hopefully resolve (or at least clarify) the issue.

I don't shop Amazon anymore. First they started charging tax in my state, then raised the Prime rate & now a restocking fee. I still check their prices when considering purchasing an item & they are usually higher. No thanks, I'll shop elsewhere.

Mr henny had a purchase that was defective. They charged a fee but he called amazon and told them it was defective. They waved the fee and refunded all of his money. Give them a call.

I have never heard of a restocking fee, and even if it is from a seller that Amazon supports, this should not be. If the item is defective, why would it be restocked, it would just come back again to them if someone else bought it.

Amazon will take care of you with 1 phone call. And, they DO NOT LIKE sellers like you have encountered. They take bad service very seriously.
Don't let this experience taint you. Amazon is an AMAZING place to shop!

You/they can't do anything about the tax.
The restocking fee isn't Amazon, that's the third party seller. I've returned items I've purchased directly from Amazon- there was no restocking fee.

I agree! I had a bad experience with a seller, and Amazon took care of it.
