A question for those who watch Restaurant Impossible (or other similar type shows)

Just watched one where Robert (the host) actually got physically ill due to the filth of the kitchen.

My question is - Aren't these places ever inspected by the Health Department?

We live in a very small town with only a few restaurants and the inspection reports are printed in the paper every month, luckily they never have any serious violations.

I suppose bigger cities don't get that much attention but still, it seems that disgruntled former employees or someBODY would turn these gross places in {#emotions_dlg.crying}
