We don't even have storm sewers where I live....
Yes permits are required for pouring cement here. He'll pay extra stormwater fees on his utilities bill b/c of the impermeable surface he's created on his property. That's how it works. Build it first and then take care of drainage problems after that. Backwards thinking and an ecological problem down stream. Groundwater depletion. I could go on. There are solutions but no one listens.
