On Fox and Friends, they discussed this earlier this week. The next morning, they had theses girls on in that location and they recreated the photo live and then explained and showed where the missing legs are. I won't divulge the answer.

The girl next to her has on two different shoes and one pant leg cuffed, so one of those legs belongs to the girl in the middle - but I still can't see how!

Her legs are spread out like a mans.  The girl next to her is turned sideways making only one of her legs showing.
