pale and sparse eyebrows

what do all you pale and sparse eyebrow gals use? i tint my brows every 2 weeks but still need to use some kind of pencil or powder on them to fill them in, and i just haven't had much luck finding one that looks natural and doesn't turn orange half way through the day. i am very fair. any suggestions?
