@SeaMaiden   First of all send an email and complain.  Try water if that doesn't work try a dab of moisturizer.  I actually would say throw it out.

I would take it back.  If you don't want the hassle of returning it, you could try a drop of squalane oil and rub it in on the top of the blush.  This was something that was suggested to me when I tried to use a Colourpop Super Shock shadow that had dried out.  It worked.

@SeaMaiden - If I were you I wouldn't add anything. I would take a small spatula and scrape a little off the top. The layer underneath should be OK. I've done this before with success. If that didn't work, I would toss it- if you couldn't return it. Good luck!  Smiley Happy
