Estee Lauder doublewear liner.  That is the only one that will be there when I look back in the mirror later.  I also use eyelid primer.

I have never used a pencil or gel eyeliner that didn't smudge if it was on long enough, even using a primer which I always do as I have oily eyelids. 

 

What I do use with great success is Laura Geller's eye rimz (baked eyeliner) or even her baked eyeshadows, applying with water and my eyeliner brush.  They never smudge.

I use eyeliner on the 'water line' of my eye.

 

I have yet to find anything that doesn't come off. 

 

So, any suggestions would be great.

 

From Q, I've tried Mally and they were worthless Smiley Sad  I use Lancome, but that's no good either.  Tried the cheaper stuff like Maybelline - nada.

@Qshopper1991 Try from Sephora Lancome's Drama Liqui Pencil -- similar to the Urban Decay 24/7 eyeliner pencils I think the Le Crayon Kohl pencils from Lancôme are too hard on the eye area (don't really glide on). 

 

ETA: I see the Lancôme website has as a 'new' item the Drama Liqui pencils.

I picked up one of these (picture below) the other day at the store and it works great!! It still comes off in my waterline (I haven't found ANYTHING that will stay in my waterline), but it stays and doesn't budge on my top and lower lashes.It's the Loreal Infallible Matte-Matic Eyeliner

I also saw a review of the Lottie London AM to PM Kohl Eyeliner pencil and they said it works wonderfully in the waterline. I'm trying that next! You can get it online at Ulta and it's less than $5.00!!

@plc123,My eyelids are deep set and I have always had an issue with the dreaded crease my eyeshadow would form on my eyelids.  It itched and I'd get irritated from the line that was formed.

My eyeliner often also made a line in the middle of my eyelid.-OUCH!

 

I found a good shadow base and was doing fine, but it was discontinued.

Happiness was finding Laura Geller Eyelid Spackle.  A drop of this white/clear miracle on the eyelids and everything stays color true and stays put!  Everything stays true color in place of my eyeshadow being pale!  YEAH!!!

 

Now I get it off of the Geller site or at our Ulta Beauty store on the mall.  I also love her INKcredible liner because it's so thin.

I've been using Physicians Formula shimmer strips. I don't line my waterline and these don't stay on forever but they last better than anything else I've tried. You can get a 3 pack for about $12 so the price is right too.

I only use a powder eyeshadow for a eyeliner as it stays on all day and you can  have many colors.I have never found a pencil that goes on smooth and I have tried many. Try eyeshaodw you may be surprised!!
