does this statement make sense?

this is from the description of the new sonic infuser being sold on Shopnbc today. if it really reduces undereye puffuness as they claim, I'm interested. but this statement seems a little contradictory to me.

if something plumps up skin, how does it reduce the appearance of puffiness?

but maybe it's just my wonky interpretation. what do you think?
