I really like Neutrogena products. They make a "healthy skin" gentle cleaner that is really nice--has white tea and Vitamin E. If she isn't breaking out, this is very gentle and mild. If she starts to break out, Neutrogena makes all kinds of acne washes that aren't all that harsh. 

As you treat your skin in adolescence, it's how you will age later. I was lucky and didn't sun myself (because I hated getting freckled) and now I have few wrinkles in my sixties. I always focused on good skin care before any other cosmetic products. 

If she won't wear sun screen, a good substitute is a tinted moisturizer with sunscreen, because it is like makeup without being makeup--it's moisturizing and does some sun protection. Neutrogena Healthy Defense is light tint plus SPF 30  . 

She can buy these in any drugstore. If she likes makeup, it's makeup without being makeup and it would encourage her to use sunscreen.
