Why does the 15% Philosophy code not work?

I don't get it. Sometimes they work and sometimes they don't. More often than not they don't. If it has to do with the cookies on my computer then how do I change them??? It's frustrating because if I have to call to place the order, I don't get the free samples. Not that that is the point of the order but it's a nice perk!
