Where should Maxi Dresses hit?

I am 5'4.5" and am always between a regular and petite. I bought a maxi dress from Athleta and love it but it comes to right at my ankles. It is a casual dress, one I'd wear with flats or flip flops. Where should these dresses hit? I always thought grazing your feet would be ideal, but is it?
