I agree with you. I think they were trying to give the most honest answer.

Testing on animals is not necessary in cosmetics because they have scientific tests that can do that. From my perspective, it's a canned, sort of 'cover our butt', corporate answer. By equivocating they can't be held to any standard.

I've seen the photo's and even more and yes, after seeing/hearing them, I couldn't sleep for a few nights as I couldn't get it out of my head.
There is no reason in today's technology for this to continue.
As to the answer to the OP, IMO, their answer would not be enough for me to trust that they are not tested; also the fact that it took that long was ridiculous.

"to the best of our knowledge" = GUILTY! this phrase makes me sick, like when people say "I'm sorry you feel that way" instead of just apologizing, they're taking zero accountability
