Wen Pets Question

I have a small dog and saw the instructions said to only fill part of the bottle. Are you supposed to only fill the little bit each cleanse or can you make the large or medium bottle and only use a little at a time. I wasn't sure if it should be made fresh for each cleanse or if it doesn't matter.
