Have you looked at the Sephora brand eye pencils?  They're waterproof.  I've been using the navy color for years.

@monicakm , yes...I have a green one.  I'm not too pleased with it on water line.  Goops up in the corners and disappears.  Thx.

I'm sorry, after I posted that I realized I DO have the Sephora eyeliner in navy but it's the Fenty Flyliner that I use all the time in navy and brown.  I had actually lost the Sephora one till I cleaned out my makeup drawers and moved 90% of my makeup to the rolling two tier cart.  I just looked in the mirror and the Fenty navy liner is gone from my water line but it's still under the water line.  I'ved had it on over 6 hrs.  I'm going use the Sephora brand and see  how well it lasts.
