I purposely don't powder the tops of my cheekbones where my crinklies are.  But I use a white finely milled powder (IT Bye Bye Pores) and the pointed end of a beauty blender right under the bottom lashes for 1) no mascara transfer and 2) brightening.  I hydrate and moisturize the heck out of those crinklies before primer and foundation!
