The new smashbox palette says to "wash" eyeshadow?

{#emotions_dlg.sad} If smashbox says to wash eyeshadow from the lash line to brow line, do they mean to use water with the eye shadow? Do smashbox shadow work with water, I can't seem to remember about that.
