Tarte TSV: Are each of the items supposed to be wrapped/sealed?

I was wondering how your package came. None of my items were wrapped or sealed in any way. Is that the way Tarte usually comes or just this time. Also, is the concealer supposed to be extremely dry, almost like it is dried out? I can hardly squeeze it out of the tube. Please give me a heads up. Thank you!
