Sunscreen vs. Tinted Moisturizer with Sunscreen

I am sure there is a right answer, but I don't know what it is. I use a tinted moisturizer with an SPF. I always thought that counted as sunscreen, but many have told me that I need to use a dedicated sunscreen under any moisturizer for it to give me the true sunscreen protection....does anyone know the right answer? Thank you in advance! Kiss
