Sunscreen ratings using PA+++ ?

Is this a rating used outside the US, or is it a new rating system to be used by all? What does the PA rating mean as opposed to an SPF rating and what do the amount of pluses after the PA signify? Would anyone know? I noticed the PA + rating on my Missha BB cream.
